Portland High School Co-Ed League
2008 Spring Rules of Competition

FIFA Laws of the Game apply with the following modifications:


A.  
Substitutions:  Unlimited substitutions may be made with the consent of the Referee on any dead ball.

B.  L
ength of Games:  40 minutes halves.  5 minute half time.

C.  
Ball Size:  #5      Home team should provide game ball.

D.  
Field Preparation:  Each team is responsible for setting up half a field including one goal with net and corner
flags or cones.

E.  
Game Start Time:  Games starting on time, or no later than 10 minutes past the scheduled game time, will
play the full 80 minute game.  If a team is not ready to play 10 minutes after the scheduled game time, and is
simply waiting for additional players or cards to show up, the game will still be played with shortened, but equal,
halves.

If halves are shortened, the total game time will not exceed 95 minutes (from scheduled game time to the end of
the game).  For example, if a game starts 20 minutes after the scheduled game time, the halves will be
shortened to 35 minutes each (35 x 2 = 70 minutes + 20 minute delay + 5 minute half time = 95 minutes total).

If a team is not ready to play 30 minutes after the scheduled game time, the game will be forfeited.

F.  
Number of Players:  The maximum number of male players shall be 6 per side, including the goalkeeper.  Any
number of female players is allowed on the field at one time, e.g. a team could play with 9 females and 2
males.  Teams must have a minimum of 7 players to start a match.  

G.  
Member Cards:  All players and coaches must have a current year OYSA player card in order to play in each
game
except for the first game of the season.  Coaches must present these cards to the referee prior to each
game and be sure to collect them at the end of the game.  Player cards must have the players picture and be
laminated (completely closed) in order to be valid.

The only exception for a player not having a player card will be if the coach has a signed letter from the Club
Registrar verifying that the player is indeed registered and is able to play in that
one game only without a card.  

If a player receives a red card the referee will retain the card and mail it to Portland Youth Soccer Asociation - see
"Section N -
Official's Report.  

A player or coach receiving a red card will automatically be suspended for at least the next game and cannot
play until their card is returned to their coach.  If a coach is red carded and asked to leave the field, another
adult from that team may step in and coach the team for the remainder of the game without having a member
card.

H.  
Rosters:  The roster limit is 22 players and 4 adult.  Teams do need to present a roster to the referee prior to
each game.

I.  
Team Sidelines:  Teams and the supporters should be on the opposite side of the field from each other.  This
includes coaches, players and all team spectators.  Players, coaches and spectators must remain at least 6
feet behind the touchline and at least 18 yards from the corners of the field.  No one may be behind the end
line.  

J.  
Alternate Color Jersey:  The home team (listed first) will be responsible for changing jerseys if there is a color
conflict.

K.  
Player’s Equipment:  
a. All players must wear a numbered, matching jersey in the Fall League.
b. Players do not have to wear numbered jerseys in the Spring League.
c. No jewelry can be worn that is dangerous to another player including earrings, watches, rings, necklaces,
 bracelets, wristbands, casts (any cast constructed of hardened material, whether padded or not), etc.  Hair
 bands must be elastic.  Other articles that, in the opinion of the referee, are dangerous to other players are
 also not allowed.  Taping over or taping down jewelry is not allowed.  The only exception is medical
 bracelets that must be taped down.
d. Players must wear soccer shoes and shin guards that are covered by socks.
e. Players must all wear the same jersey or shirt.

L.  
Modification to Dangerous Play Rule:  
a. Intimidation:  In recognition of the wide range of size, strength and skills in co-ed play, dangerous play will be
 called if a player takes unfair advantage of another player by use of physical contact, sheer strength or
 intimidation.
b. Slide Tackling:  It is considered dangerous play if a player slide tackles in any situation on the field.  Slide
 tackling is defined as lowering the body and extending the leg(s) to slide to take the ball away (or attempt to
 take the ball away) from the feet of an attacking player.  Basically, players are not allowed to come off their
 feet in an attempt to win a ball from another player.  Goalkeepers may slide to play the ball and make a save
 but may not slide feet first at opponent’s feet.

The penalty for slide tackling will be as follows:
     1. The first slide tackle by either team will result in a warning to both teams that slide tackling is not
         allowed and a caution will be issued to the next player from either team who slide tackles.
     2. The second slide tackle by either team will result in a caution (yellow card) to the guilty player.
     3. The third (and any further) slide tackles by either team will be considered serious foul play and result in
          a red card ejection from the game for the guilty player.

M.  Bleeding:  No one may play if they are bleeding or there is blood on their uniform.  The referee will immediately
substitute the player.  The uniform must be changed.  The player may not return to the game until the bleeding
is stopped and the wound is covered.

N.  Official’s Report:  
a. Referees will report via oregonsoccercentral.com.
b. Referees
will not retain the player card of players receiving a yellow card.
c. Referees
will retain the player card of players receiving a red card.   This card must be mailed no later than
 2 days after the card was given to: PYSA, 4840 SW Western Ave., Suite #700, Beaverton, OR 97005.
d. If a coach is sent off another adult (over 18) may be appointed to coach the team without a member card.

O.  Penalty Points:
a. A penalty point system will be used to track repeat violations of the Laws of the Game.  Penalty points will
 accumulate for each card given throughout the league season:
             Yellow card:        1 point
             Red card:            3 points
             Red card:            5 points for violent conduct

b. In addition to a one game suspension received for a red card offense, the following suspensions will be
 given based on the accumulation of penalty points:
             6 points:              1 game suspension
             9 points:              2 game suspension
             12 points:            3 game suspension
             15 points:            suspension for seasonal year

P.  Responsibility of Coaches:   
a. Each coach is responsible for the conduct of his or her team players, parents and spectators.  
b. Coaching is permitted from the touchline only and should be in an informative tone.  
c. Coaches are not allowed to make derogatory remarks or gestures to the referee, players or spectators.
